Another round of protests was planned in Minneapolis on Friday, after federal immigration officers shot and wounded two people in Portland, Ore., over the fatal shooting of a woman by an Immigration and Customs Enforcement (ICA) officer in the capital’s latest immigration crackdown by the Trump administration.
Hundreds of people protesting the Wednesday shooting of Renee Nicole Goode marched down one of Minneapolis’ main thoroughfares in freezing rain Thursday night, chanting “ICE out now!” and holding signs that read “Killer ICE off our way.” The day began with an alleged protest outside a federal facility that serves as the epicenter of the immigration crackdown in the twin cities of Minneapolis and St. Paul. Authorities set up barricades outside the facility Friday.
Also Friday, city crews removed a temporary fence of old Christmas trees and other debris blocking roads around the site where an ICA officer was shot while trying to drive away. City officials said they would allow the 37-year-old mother of three to remain a temporary shrine.
The shooting happened Thursday afternoon outside a hospital in Portland. A man and woman were shot in a vehicle, and their conditions were not immediately known. The FBI and the Oregon Department of Justice were investigating.
Portland Mayor Keith Wilson and the City Council have called on ICE to halt all operations in the city until a full investigation is completed, as hundreds protested at the local ICE building Thursday night.
Early Friday, Portland police reported that officers had to move several protesters from the street to the sidewalk to allow traffic to flow.

As it did in the wake of Goode’s shooting, the US Department of Homeland Security defended the officers’ actions in Portland after a Venezuelan man with alleged gang ties, who had been involved in recent shootings, tried to “armor” his vehicle and hit the officers. It was not immediately clear if the shooting, as Goodes did, was videotaped.
“The agent took immediate action to protect himself and others,” Homeland Security said in a post on X Friday.
Homeland Security Secretary Kristi Nom, President Donald Trump and others in the administration have repeatedly characterized the Minneapolis shooting as an act of self-defense, pointing to the victim as a villain who used her vehicle as a weapon to attack the officer who shot and killed her.
Vice President JD Vance said the shooting was justified and that Goode was “a victim of left-wing ideology.”
“I believe her death is tragic,” Vance said, adding that she was hit by a vehicle when police arrested her last June.
But state and local officials and opponents rejected that behavior, with Minneapolis Mayor Jacob Frey calling the videotaped self-defense argument “garbage.”
Union leaders have called for ICE agents to stay away from schools.

“In Roseville, we saw ICE agents patrolling school property, waiting for families to pick up their children,” Minnesota President of Education Monica Byron told reporters.

“Students in St. Cloud, St. James, and Rochester in Greater Minnesota are afraid to go to school for fear of being attacked by people our government is supposed to protect,” Byron said.
The Minneapolis shooting came on the second day of an immigration crackdown in the Twin Cities, which Homeland Security says is the largest immigration enforcement effort to date. More than 2,000 officers are involved and NOM says more than 1,500 arrests have been made.
In the year The 2020 police killing of George Floyd sparked an immediate response in the city, with hundreds of people coming to the scene to express their anger at ICE officers and the school district canceling classes for the rest of the week as a precaution.

Goode’s death — at least the fifth related to immigration since Trump took office — reverberated beyond Minneapolis as protests were held or expected in several major US cities this week.
A Minnesota agency that investigates officer-involved shootings has been told that the FBI and the U.S. Department of Justice will not work with it, effectively ending any role for the state in determining whether crimes have been committed. NOM said that the state has no authority.
“Until we have access to all the evidence, witnesses and information collected, we cannot meet the investigative standards required by Minnesota law and the public,” said Drew Evans, director of the Minnesota Bureau of Criminal Investigation.
Senators urge DOJ, FBI to work with local authorities
In a letter to US Attorney General Pam Bondi, US Senators Amy Klobuchar and Tina Smith called for a thorough, objective and independent investigation into the deadly shooting in Minneapolis.
“This requires full cooperation with state investigators and local authorities,” the letter said.
The Hennepin County district attorney, who oversees the Minneapolis region, also asked the public at a news conference Friday to submit video and other evidence related to Goode’s shooting directly to her office.
Federal officials declined to identify the agent and CBC News was unable to independently confirm the agent’s identity, but details previously provided by Vance and Noem match documents filed in federal court last June against an ICE officer in Bloomington.
According to court documents reviewed by CBC News, an agent named Jonathan Ross was pulled over when officers tried to arrest Roberto Carlos Munoz. Munoz, an undocumented immigrant from Mexico, was convicted three years ago of sexually assaulting his teenage stepdaughter.
