Senior EU diplomat Kaya Callas told reporters on Thursday that it was “likely” that new sanctions would be imposed on the Revolutionary Guards, which played a key role in quelling the demonstrations. To do so, all 27 member states must agree, but France has so far been unwilling to do so because several of its nationals are imprisoned in Iran.
