The FBI has alleged that the FBI has worked on behalf of the Chinese State Security Ministry to collect the naval intelligence.

According to the FBI affidavit, the LAI was a part of the MSS network that can “travel more easily” between China and the US “to facilitate hidden operations.

The “Blue-Water Capacity” usually refers to the long-term maritime efforts against the home-based operation.
The affidavit further states, “The PRC government’s functions and MSS secretarily deploy to the US Navy and collect intelligence,” the affidavit further said.
Both men were charged under the Foreign Agent Registration Act or Faram, for which those working on behalf of another country should register with the US government.
In recent years, the US government has increased the use of the law in an attempt to deal with Chinese spying.
Beijing usually rejects such claims and is accused of a discriminatory trick on the United States.
