The Trump administration plans to handle the sale of tens of millions of barrels of oil from Venezuela and monitor where the money flows, Secretary of State Marco Rubio said at a Senate hearing on Wednesday, adding that the proceeds would initially go to essential government services such as police and health care, under Washington’s oversight.
