The Pentagon has deployed an aircraft carrier strike group to counter what it says are drug-trafficking organizations in Latin America, escalating a military buildup that has fueled fears of conflict. In the past, the US has targeted boats in international waters, killing those on board. Cynthia J. Arnson, director of the Latin America Program at the Wilson Center, said there was “very little evidence” that the vessels were involved in drug trafficking, calling the legality of the strikes questionable. She added that the operation appears to be “far beyond an anti-drug operation” and warned: “I think there is every reason to believe or expect that there will be an attack on the territory of Venezuela with the aim of overthrowing the current dictatorship of Nicolás Maduro.”
